About Payroll Services Quotes
An independent record of what US payroll and PEO providers publish about their own prices, quoted from their own pages and dated.
Why this site exists
Almost every provider in this market treats its price as something you earn by sitting through a sales call. That is a defensible way to sell a service whose cost genuinely depends on your headcount, your states and your benefits take-up. It is also why a small employer cannot get three comparable numbers without losing a week. This site does the part that can be done in public: it reads each provider's own pages, records the figures they are willing to print, and records just as carefully where a provider prints nothing at all. That second column turns out to be most of the market, and knowing which conversations you can skip is worth as much as the prices.
Who it is for
The owner, office manager or controller of a US business with roughly three to two hundred people, who has decided to stop running payroll on their own desk and wants to know who does it and what it costs.
Employers weighing a payroll bureau against an HR outsourcing firm against a PEO, who have discovered that the three charge on completely different bases and cannot be lined up without converting them first.
Anyone who has been told a price is available only after a discovery call and would like to know what the alternatives publish before taking it.
What it does not do
- We publish no estimate. A provider that does not publish a price is recorded as publishing none, with the date we checked, and never with a guess.
- We do not treat an unreadable page as a finding. Where a provider's page refused our fetch, that is recorded as unread, because not knowing what a provider charges is a different fact from a provider charging nothing.
- We sell no placement. No provider has bought a position, an ordering, a badge or a mention, and no figure changes because a provider would prefer a different one.
- We give no tax, legal, accounting or employment advice, we do not run payroll, and we are not a professional employer organisation.
- We do not rank. There is no best provider in the abstract, so this site shows what each one publishes and leaves the choosing to the person paying.
What is on this site
16 guides, each with its sources on the page , 70 answers to the questions around them , and the comparison.
- HR companies: "HR company" covers three businesses that charge in completely different ways.
- HR outsourcing costs: HR outsourcing costs are not one number and providers rarely present them as more than one.
- How much it costs: The honest answer to how much HR outsourcing costs is that most providers will not say, and the ones that do are publishing a starting price rather than a bill.
- Cost per employee: Cost per employee per month is the only figure in this market that compares two providers honestly, and almost nobody quotes in it.
- Church payroll services: Church payroll services exist because congregations are one of the few employers whose payroll is genuinely different in kind rather than degree.
- PEO for staffing companies: Staffing companies are the hardest clients in this market and the most likely to be turned away.
- List of PEO companies: A list of PEO companies is easy to produce and almost useless to a buyer, which is why this site does not publish one as a ranking.
- PEO companies: Professional employer organization companies look far more alike from the outside than they are, because the differences that matter sit inside documents nobody publishes.
- Is it worth it: Asking how much it costs to outsource HR is only half a question, because the answer only means something against the cost of not doing it.
- Whole-function cost: Outsourcing human resources entirely is a different purchase from outsourcing payroll, and it should be priced against a different alternative: not a payroll subscription, but the cost of building the function internally.
- Cost by service tier: Outsourced HR services are sold in tiers, and the tiers are where most buyers overspend.
- HR outsourcing prices: Where HR outsourcing prices are published at all, they are published as a list, and a list is a marketing document as much as a price.
- Cost of HR services: Not all HR services are bought monthly.
- Largest PEO companies: Size is the attribute PEOs publish most readily, because it is the one they can state without disclosing anything commercial.
- Outsource HR services: Outsourcing HR services goes wrong in a predictable way: an employer with one specific problem is sold a bundle solving five, and concludes a year later that it is not worth it.
- California PEO company: California places more obligations on employers than any other state, and that single fact drives most of the case for using a professional employer organisation here.
Where the figures come from
Provider pricing and per-state coverage verified against each provider's own published pages on 2026-09-09 by infra/ingest/hubs/payrollservicesquotes.com/ingest_providers.py: every quoted figure re-fetched and matched verbatim (hash-pinned); coverage evidenced by the provider's live state page.
